Yes , the gravitational pull of sun and moon attract the water in the seas.

The force of gravitation is directly propotional to the product of masses of  two bodies attracting each other. So, even though the sand and dust particles are small , the mass of sun or moon is large compared to them ; hence they are attracted by the sun and moon. Infact every body is attracted by another body( the attraction falls off with the increase in distance )
