Though water droplets are transparent how will internal reflection take place?

For a water-air surface the critical angle is 48.5°.
When light ray incidents at critical angle, total internal reflection occurs.
Water droplets are transparent like air but refractive index of air and water is different. Therefore at a critical angle total internal reflection takes place in water droplets.
