Expert Answer:

Many textile industries are located in West Bengal because Kolkata is has adequate electricity supply as it is located close to coal mines. Its moist climate, water supply from river Hooghly, developed transportation system, port facilities and availability of cheap labour has led to the development of cotton industry in Kolkata.
