For the Sun far away in horizon, appears ovel because of the total internal reflection of the light rays coming form it.
They suffer bending causes this abbreation.
Whereas a lemon, in a glass of water looks bigger because it undergoes magnification by the lens formed due to the refractionof light by the water.
