This is because with respect to the earth the ball is at rest.
If you are playing with a ball in a moving train and throw the ball from one end of the compartment to the other, the ball will still reach you in the same time.
In the same way, when you throw a ball upwards, the earth and the ball share the same motion and are at rest relative to each other.
