Dear student,
The refractive index of a medium is given, we can estimate the bending of light only if we know " from where the light is coming into this medium" i.e. only in comparison to other medium, we can tell about the extent of bending of light.
For example, when light enters denser medium from a rearer medium, it refracts towards the normal.
