If your query is to form a linear equation with the given condition with two variables, then we can do the following steps.
 
Assume 'x' to be the price of a pen and 'y' be the price of a pencil.
As per the given condition, the price of one pen is equal to four times of pencil, which means
x=4y
or x-4y=0
