The equation of the line y = 0 is x-axis itself and the equation of the line y = ?7 is parallel to x-axis at a 7 units below it which are shown on a graph as shown below.

 

 

Since, these lines are parallel so, they have no common solution.

Therefore, the correct answer is D.
