Since the origin has been shifted from (0,0) to (-5,9) with the axis remaining parallel, we can simply determine any point on the new axis from the old ones by subtracting -5 from its x coordinate and 9 on its y coordinate.
(3,b) lies on the new x -axis
On the new axis system, (3,b) would correspond to (3-(-5) , b-9) i.e. (8,b-9). Now since it lies on the new x-axis, so its y coordinate must be equal to 0.
Hence b-9 = 0 i.e. b = 9
Similarly, (a,3) lies on the new y -axis
On the new axis system, (a,3) would correspond to (a-(-5) , 3-9) i.e. (a+5,-6). Now since it lies on the new y-axis, so its x coordinate must be equal to 0.
Hence a+5 = 0 i.e. a=-5
