Both steam and liquid consists of the same elements: 2 atoms of hydrogen and 1 atom of oxygen. The only thing that differs between them is the amount of energy in each molecule. The molecules in a liquid are more energetic than a solid but less than a gas. In a gas, they are more energetic than in a liquid. Entropy is the amount of disorder in a substance. More energy and disorder correspond to more entropy.

Therefore, gas is less organized and has high energy per molecule. Obviously it is the liquid, because it is has less energy. So steam (a gas) has more entropy, because it is less organized.

Thus steam(gas) has greater entropy than water (liquid).
