carbon has atomic no.6  has 2 electrons in p orbitals. Itcan form four bonds because it promotes one electron to empty p orbital thus it gets four electrons unpaired (1s2 2s1 2p1x 2p1y 2p1z). It is a new state called excited state. Thus carbon has four four half filled orbitals which would be available for the formation of covalent bonds.
