suppose if a charge q1 is placed inside a conducting shell and another charge q2 outside the conducting shell why is it that only the outside charge experience a force and not the inside charge.

Actually a conducting body shields the charge placed inside it from the external field . Actually it happens due to the fact that conducting body has fre electrons and when it is placed in an electric field those free charges feel electrostatic force and redistributed untill the net field inside the conducting shell( where charge is placed) and in the material of the conductor become zero and it happens because we are in electrostatics where all the chrges of the conducting body must remain at rest and it is possible when the elecric field inside the materia of the conductor ( not inside the shel)l
