The given system of inequations is:
Consider the equations x = 0; y = 0; y = 3; x + 2y = 2; 2x + 3y = 12.
Now, x + 2y =2 is a line through the points B (0, 1) and A (2, 0) which lie in the coordinate axes.
Now, O (0, 0) does not satisfy x + 2y > 2
Graph of is the half plane above line AB and including points of line AB.

Also, 2x + 3y = 12 is a line through the points D (0, 4) and C (6, 0) which lie in the coordinate axes.
Now, O (0, 0) satisfies 2x + 3y < 12
Graph of is the half plane below line DC and including points of line DC.

And, y = 3 is a line trough the point F (0, 3) and parallel to x-axis.
Half plane to the right of y-axis including points of y-axis.
