Sir/Madam I wanna know that how the angle becomes "0" degrees; when electric field lines passes through a given surface (given in the image).
I think it should be "90" degrees!

Electric field lines are passing through the surface means that they are passing parallel to the surface and not perpendicular to the surface. Therefore the angle becomes 0 degree.
