Water dissociates as: H2O ? H+ + OH-
The dissociation constant is Kw = 10-7
So, 10-7 moles of H+ ions in pure water. By adding the 10-8 moles of HCl, the resulting concentration of H+ will be,
[H+] = 1.1 x 10-7
The negative log of 1.1 x 10-7 = 6.98, which is the pH value.
