Sir I have asked a question in that question how i take 13/52 or 1/4 I can,t understand this?

Its by the definition of probability of an event, which is as follows: 
Probability of an event = number of favourable outcomes / total number of outcomes
 
Now in the ques:
Favourable outcomes = number of diamonds =13
Total outcomes = 52
 
so by definition; required probability of getting a diamond = 13/52 =1/4
