Tangent to the circle x2 + y2 = r2 at the point (x1, y1) is xx1 + yy1 = r2
Tangent to the circle x2 + y2 = 2 at (-1, 1) is x(-1)+y(1)=2
Therefore, -x + y = 2 is a tangent to the circle x2 + y2 = 2 at (-1, 1)
