Expert Answer
If two resistors of 4 ohm are connected in parallel and two such combinations are connected in series , then the effective resistance will be 4 ohm.
To get a effective resistance of 3 ohm , 3 resistors of 4 ohm should be connected in parallel and this combination should be connected to a 4ohm resistor in series.
