Let ones digit of the number be y and tens digit be x.
Number = 10x + y
Number obtained on reversing digits = 10y + x

From the given information, we get,
7(Number) = 4(Number ontained on reversing digits)
7(10x + y) = 4(10y + x)
70x + 7y = 40y + 4x
66x - 33y = 0
2x - y = 0
This is the required equation.
