<div>Respected teacher,</div> <div>is it compulsary to take b=3 in questin number 5 of ncert maths...is so why???...</div> <div>why can't we take 9 ???as we have to display it in the form of 9m,9m+1 or 9m+8....</div>

If b=9, a=9q+r, then we need to give the solutions of all the cases for r=9 
Every number which is divisible by 9 is also divisible by 3 and hence 3 is used.
