Because, resistance depends on length and cross sectional area of the wire being used also. So, you can have a very long and thin wire of another material whose resistivity is low and since, you can get the same resistance. But, what actually you are looking for is a material which has high resistivity,so that if another wire of some other material is used of the same dimensions, you will get higher resistance.
