Yes, if the refractive indices are measured w r t some other common medium such as medium C, as illustrated below.

Refraction index of A w r t B = Light speed in B/Light speed in A.

Refraction index of A w r t B = (Light speed in C/Light speed in A)/(Light speed in C/Light speed in B).

Refraction index of A w r t B = (Refraction index of A w r t C)/(Refraction index of B w r t C)
