The newspaper causes scattering of light, which is an irregular sort of reflection. From each point light goes in all directions.If the reflectin is regular, the rays of light remain cncentrated in a beam after reflecting from the newspaper and the reader perceives an annoying glare caused by this concentrated beam of reflected light.
