This dispersion of light is caused by the water droplets. After rainfall  there is moisture in the air and if the sun shines brightly, a rainbow is formed.

If there is a rainbow in the sky, this means that the sun is shining brightly or you could say that the sky is not overcast with rain bearing clouds.
