The power P = V2/R

50=V2/R 1=>  R1= V2 /50
Similarly, R 2   . = V ./25

Dividing both the equations we get

R 1 / R 2 = 25/50 = 1/2   =>   2R1 = R2

This implies that the bulb with power 25W has a higher resistance. The resistance is inversely proportional to the power because we are giving the same voltage to both .
