In Phenolphtalein,
For NaOH, 100% reaction is completed.
For Na2CO3, 50% reaction is completed
 
Hence, we can conclude that 'x' ml of HCl will be consumed completely by NaOH (here, 'x' remain is zero) and Na2CO3 will remain and consume only 50%,  i.e x/2.
 
and in methyl orange, 
For NaOH, 100% reaction is completed.
For Na2CO3, 100% reaction is completed
hence, 
y=x/2 (because only x/2 will remain in the reaction that will be used) 
means,x>y 
and from the options, option(b) and (d) are looking possible because in these options only x>y.
