Dear student,
A potentiometer can be arranged so that it compares e.m.f. 's when no current is flowing - the true voltage is recorded. A potentiometer does not draw any current from the cell, whereas the voltmeter draws some current. Therefore emf value recorded by voltmeter is slightly less than the actual emf value of the cell.
