p(x)=9x4 -4x2 +4
q(x) = 3x2 +x-1
Apply long division you will find quotient g(x) = 3x2-x remainder r(x) = x+4
P(x) = q(x)g(x)+r(x)
= (3x2 +x-1)(3x2 -x)+x+4
RHS simplifies to P(x)
