1/ Due to refraction of sunlight from the atmosphere, the light is bend and can reach us 2 minutes before actual sunrise and 2 minutes after the actual sunset.

2/ At noon the sunrays follow perpendicularly on the earth surface through the atmosphere, and there is little or no refraction.  Actually colour of things is physiological perception and sun always emits light which is composite of all frequencies i.e. white.
