Pure water does not easily ionize into H+ and OH- and is neutral at 7 on the pH scale that is a measure of the logarithmic concentration of H+ ions. Acids and alkalies shift the pH below and above 7, respectively and can serve as electrolytes. Electrolysis occurs when charged particles (ions) can migrate through a liquid to poles under the influence of electrical pressure (DC voltage).
