If 2/3 is a zero, of the given polynomial, then we put, x = 2/3
4a/9 + 14/3 + b = 0
36a + 14x3 + 9b = 0
36a + 9b = - 42 .............(1)
Also -3 is a root, it gives
9a + b = 21 .............(2)
(1) - 9(2) gives,
36a - 81a = -42 - 189
a = 231/45 = 77/11
Hence,
b = 21 - 77x9/11 = (231 - 693)/11 = 462/11 = 42
