emf is maximum when change in flux is maximum. Think for which orientation is the change in flux through the loop is  maximum.

for the direction of the loop take a perpendicular to the plane of the loop as the direction of the loop. It is maximum when plane of coil is along the field lines as in that position the angle between the plane and the field lines is 90 degrees.
