Dear Student

Say Q amount of heat energy is required to start boiling  the water.

Coil 1 gives   Q/10  heat  enrgy per minute

cOIL 2 gives Q/15   heat  enrgy per minute

If both the coils qorking together 

they can give  Q/10+Q/15 =Q/6 heat  enrgy per minute

So it takes 6 minutes to start boiling the water with both the coils on together.
