In hard water, calcium and magneisum salts are present.
Soap is sodium salt of long chain fatty acids.
When soap is used in hard water, it reacts with the calcium and magneisum salts and forms a precipitate ( which is soild) i.e. scum. And hence, foam or lather is not formed.
