Plz explain the ststement
During spear fishing the fisherman aims at the tail of fish

This is because of the refraction. The apparent position and the actual position of the fish cannot be found properly. 
so when he is aiming at the tail of the fish he is actually aiming for the head of fish.
This happens because the light is travelling from denser to rarer medium so it bends away from the normal.
