It should be proportionate to the %age of marks it carries out of total marks, so that % time of total time, is the best idea. You can calculate that time, see if it's reasonable for your preparation level, and if you find you need more, then that has to be stealed from other questions' time share by solving them quickly.
However, it is very important you run through the entire question paper INITIALLY, spot the questions you can answer correctly and qucikly. Go for them, then go on for next level of difficulty.
