Yes only if the amount of charge is very small so that for the given particular separation distance, the gravitational force of attraction between them is large compared to the electrostatic force of repulsion due the same charge.
Again it'll be so if the two balls are taken out into the space, away from the gravitational field of earth or any other planet for that matter, so that the tiny gravitational force of attraction could be observed.
