Dear student,
We use potentiometer because:
1. The potential difference measured by it is equal to actual potential difference
2. Its sensitivity is high
3. It measures only emf or potential difference
4. It is based on zero deflection method
5. It does not draw any current from the source of unknown emf
We do not use voltmeter because:
1. The potential difference measured by it is lesser than the actual potential difference
2. Its sensitivity is low
3. It is based on deflection method
4. It's resistance is high but finite
5. It draws some current from source of emf
