This information is insufficient to determine whether the light eye colour is dominant or recessive. Here the genotype of the parents is not given. Only if the genotype is given can we clearly determine the dominance or recessiveness of a character.
(It has been generally found that light eye colour is recessive to dark eye colours like brown or black)
