Let the number be xy.
So the number is 10x +y
first condition is therefore 10x+y = 4+6(x+y)
                                     4x -5y =4  ---------(1)
second condition is (10x+y) - 18 = 10y+x
                           9x - 9y =18
                             x - y =2  ---------------(2)
Solving equations (1) and (2)
x=6 and y =4
the number is 64
