Potential energy is defined as: Energy required to move a unit charge from a point in space to infinity. Since the coulumb force between two charges q and q'  is given as:
 
F = k q.q'/r2 since -dF/dr = V
thus V = kq/r
 
as q' = 1    a unit charge
