Atleast tells us the lower limit, for example, in forming the 4 digits numbers from 1,2,3 and 4, when we say at least 1 digit is repeated, that sets the lower limit, and 2 3 or even four digits can repeat, and we can have a number 4444.

Atmost tells us the upper limit, in the above example, when we say atmost 2 digits can reapeat, that means either one digit can repeat or two can repeat but not three or four.

Exactly is like equality,  for example when a die is thrown what the probability of getting 6, and it's 1/6.

Also when we say what's the probability of getting at least 2, that means if we get 3, 4, 5, and 6. It's acceptable.
