The answer to both the questions is the same.Both these work uses the moment of force i.e. the torques which is the rotating effect of the force.
Torque = Force x Perpendicular distance from axis of rotation.
Hence, when the distance is large we can create large Torque without applying large force.So its easier to tear branches by pulling from farther end and ploughing is easier with long handles.
