Using Pythagoras theorem,
a2 + b2 = c2
One of the base is 12 hence, b = 12
144 = c2 - a2
(c + a)(c - a) = 144
For the maximum perimeter a + c but a + c = 144 does not have integer solution.
The largest number after 144 is 72.
a + c = 72
a + b + c = 72 + 12 = 84
