when negatively charged glass rod is rubbed with positively charged silk cloth,
negative charges will be neutralised with poitive charges.
 
If glass rod and silkcloth have equal amount of charges, all the charges will be neutralised.
 
if one of them has excess charge, then excess charge will remain in the material.

Current is passed in a material due to free electron. 
Free electrons are electrons that are loosely bound to constituent atoms of materials so that
vey less energy is needed to remove the electron to make it free.
 
In insulators, electrons are tightly bound to constituent atom of insulating materials.
Hence free electrons are not available to conduct electric current.
