please explain - what is the position of our hand when we say-downward or upward...for finding the direction of any of the two-magnetic field and force . also explain the difference in the position of hand- between into the page and out of the page. which of the above terms should be preferred in answering the problems.

Try to remember the equation used,
F = q(vXB),
and understand that whether it's force or magnetic field we are using the vector product in the equation, so the right hand rule always applies.
Now, according to this we have to stretch right hand fingures in the direction of say velocity and close so as to bring them towards magnetic field and thumb will give the direction of force.
Hence the question of position is simply answered as we stretch out the fingures in the direction of velocity.
