Dear student,
In a parallel circuit, current divides and voltage drop is the same. The heater consumes more power, hence draws more current, allowing little current to pass through the bulb ( because of high resistance). If the bulb has lower resistance, then more current would pass through the same, and would glow brighter.
Hope this helps.
