A time constant is a measure of the length of time that is required to observe a significant change in the process of interest.
For example, time constant of LR circuit is defined as the time required for current to build up to 63.2% of the maximum current.
Time constant of RC is defined as the time in which charge on the capacitor grows to 63.2% of the maximum value of charge.
