Dear Student

Fuse can take current up to a limit if it exceeds it gets melted because fo joule heating

joule heating  ---- I2R

R= SL /A       (Here + wire cross secion, L= length, a= Apecific sesistivity of material)

joule heating T  = I2SL /A    

If you use same material and length  for both the fuses melting temperature is same.

To allow higher current (15A)  snd should not exceed the temperature A should be more.

So 15 A fuse require thicker wire.
