Yes, the unit length and cross sectional area is in the definition. Selecting unit length and cross sectional area makes it independent of those quantities.

For example density of a material, it seems as if it's the mass per unit volume and should depend upon mass.
No matter if you take a tankful of water or a glassful, you pick up 1 m3 of volume and you'll always find it's mass 1000 kg.
